Devis has updated their landmark concept paper, Public Infostructure - Why and how government must make publicly funded information technology assets freely available for re-use.
In the paper, Devis founders, Peter Gallagher and Martin Hudson, argue that public sector acquisition staff need more information and new licensing tools to unleash the power of open source for eGovernment. The proposed "public infostructure license" builds on the highly successful Apache License and includes clauses from both NASA and Mitre Open Source Licenses. Gallagher stated, "It is our belief that increasing interest in re-using publicly funded IT resources will lead to greater demand for releasing open source for eGovernment, and to quickly make the model a commercial success requires a simple, proven, license specific for eGovernment."
