Devis published a case study, Federally Funded Software Reuse Optimized Via Open Source Licensing, in a special DoD Software Tech NEWS issue devoted to open technology development. The DoD Software Tech NEWS S is published quarterly by the Data & Analysis Center for Software (DACS), a DoD sponsored Information Analysis Center (IAC), administratively managed by the Defense Technical Information Center (DTIC) under the Defense Information Systems Agency (DISA).

The case study, authored by Devis President Peter Gallagher, outlines the process by which the open source EZRO web content management system came to fruition. "EZRO proves that it is possible to commercialize and share government funded IT via open source licensing without any rule changes" said Gallagher. Devis has also called for the creation of a new public sector focused open source license, the Public InfoStructure License , in a recently updated whitepaper. "The ability of the open source model to create world-class solutions will merge with government funded IT efforts to create a new competitive model – the logic is inescapable," predicted Devis Vice President and CTO Martin Hudson.
